so I = 10^(β/10)*10^-12 = 10^(110/10)*10^-12 = 0.10W/m^2
So each person produces a sound intensity of 0.10/120 = 8.333x10^-4W/m^2
So β = 10dB*log(8.333x10^-4/10^-12) = 89.2dB
120dB corresponds to an intensity of 1W/m^2
So it would take 1/8.333x10^-4 = 1200 people
