o everyone. I have Dell Dimension 4550 Laptop in my home. When I tried to use the Internet on that, I come to know that it is not working. Now I come to know that the problem is happening due to the driver for the Ethernet Controller. I have tried to installthe drivers from internet by downloading the drivers for the Ethernet Controller. But, then also it is giving me status as below:

"The drivers for this device arer not installed. (Code 28)".
How to solve my problem for the Ethernet driver. I have Windows xp installed.

No, there is no such thing as "reprogramming" hardware. The built in card should work as soon as you use it.
Before you bought the Star card, did you check that you had the matching pins for your motherboard?
